Executive Leadership

Mr. Gracia has 20 years of professional experience providing consulting support for the acquisition, training, and management of services and technology for government and commercial clients including numerous Department of Defense (DoD) and Federal civilian agencies. His support also includes consulting on effectively using Web 2.0 tools and methodologies to innovative and transform government management.

His experience also includes management and acquisition of services consistent with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement 





(DFARS), DoD 5000 series, DoD Acquisition Guidebook, Joint Capabilities Integration and Development System (JCIDS), Homeland Security Acquisition Regulation (HSAR), and the Business Transformation Agency (BTA) Business Capability Lifecycle (BCL).

His program management experience includes overseeing and managing numerous federal technology initiatives, including several Acquisition Category (ACAT) IA Major Automated Information System (MAIS), numerous ACAT III projects for defense clients, in addition to various technology projects for civil agencies.

Mr. Gracia also has proficiency in small business operations and entrepreneurship, having owned and consulted on several ventures in the retail, government, and financial sectors. He is an author and speaker on various federal government and contracting issues facing our nation, and is an active member of many government focused organizations such as the National Contract Management Association (NCMA), American Technology Council – Industry Advisory Council (ACT-IAC), and the Project Management Institute (PMI). His blog, The Acquisition Corner, discusses numerous issues in government contracting and federal acquisition.
